The Pata-R\u00e2t area is a spatially segregated informal urban settlement, severely deprived socially, economically and of access to public services, located near the landfill of Cluj-Napoca.<\/p>\n
The sociological survey carried out by the FSAS UBB in partnership with DASM Cluj-Napoca in November 2017 when developing the Local Development Strategy by the Local Action Group \u201cInclusive Cluster\u201d validated the Pata-R\u00e2t area as a marginalised urban area and indicated a population of cc. 1300 persons, half of which are minors (LDS, 2017)<\/p>\n
The area consists of four communities with different social histories: some arrived in Pata-R\u00e2t following evictions from the city, others had to work in selective collection of recyclable waste and settled near the ramp (UNDP & UBB, 2012).<\/p>\n
The area is listed in the General Urban Plan as an industrial area and is located in close proximity to temporary landfills. The distance from the city is approx. 6 km and the utility network and public transport are not adequate for residential needs. 67 % of the houses in Pata-R\u00e2t are improvised\/prefabricated barracks. 48.9 % of families do not have proof of land\/mobile ownership, and 29.8 % of families live in barracks owned by private organisations. 90 % of homes have neither bathroom nor kitchen, and 96 % are overcrowded (SDL, 2017). Given the toxic and isolated environment and the fact that the area is classified as an industrial zone, the solution to urban regeneration and infrastructure development in Pata R\u00e2t is not indicated, as it would strengthen residential segregation, obloquy and lack of access to public services.<\/p>\n
The main target group of the project also includes precarious and unsafe housing areas, with a population of about 100 people at risk of social marginalisation, from the functional urban areas of the municipality described in SDL 2017, with the risk of evacuation and living in Pata-R\u00e2t.<\/p>\n
